For since those in Adrianople did not wish to have communion with them, as men who had fled from the Synod and had become liable to censure, they reported it to the Emperor Constantius and caused ten laymen from the manufactory called Fabrica there to be beheaded, with Philagrius, who had again become Count there, assisting them in this. And the tombs of these men are before the city, which we ourselves have seen as we passed by. Then, as if they had succeeded, because they fled for this reason, that they might not be convicted as slanderers, the Emperor 18.3 ordered the very things they wanted. At any rate, they caused two presbyters and three deacons to be banished from Alexandria to Armenia. And Arius and Asterius, the one from Petra in Palestine, the other from Arabia, bishops who had seceded from them, they not only banished to Upper Libya, but also caused them to suffer outrages, 19.1 and Lucius the bishop of Adrianople, since they saw him using great freedom of speech against them and refuting their impiety, they again caused, as before, to be bound with iron chains on his neck and hands and thus banished him; 19.2 where he also died, as they know. And they drove Diodorus the bishop from his country, and Olympius of Aenus and Theodulus of Trajanopolis, both bishops from Thrace, good and orthodox men, because they saw that they hated the heresy, they slandered them, first the party of Eusebius, and the Emperor Constantius wrote, and secondly these men reminded him. And what was written was that they should not only be cast out of their cities and churches, but also suffer capital punishment, if they 19.3 were found anywhere. And this, though surprising, is not foreign to their purpose, for as having learned such a thing from the party of Eusebius and being as it were inheritors of their impiety and purpose, they wished, as their fathers in Thrace, so also they in Alexandria to show themselves terrible, and they cause it to be written, that the harbors and entrances of the cities should be guarded, lest by the permission of the 19.4 synod they should return to their churches. And they cause it to be written also to the judges in Alexandria concerning Athanasius and certain presbyters by name, that, if either the bishop or any of them should be found entering the city or its territories, it should be lawful for the judge to cut off the heads of those who were found. Thus the new Jewish heresy not only denies the Lord, but has also learned to murder. 20.1 But not even so were they quiet, but just as the father of their heresy "goes about as a lion seeking whom he may devour," so these men, having obtained the use of the public post, and going about, whomever they found reproaching them for their flight and hating the Arian heresy, these they scourged, they bound, they caused to be banished from their own country, and they made themselves so terrible, that they made many hypocrites, and many 20.2 fled into the deserts rather than wish to meet them at all. Such were the audacious acts of their madness after their flight. For they also do another new thing, which is indeed suitable to their heresy, but has not been heard of before, nor perhaps will it ever happen even among the most licentious of the Greeks, much less Christians. For when the holy synod had sent bishops as envoys, Vincentius of Capua (this is the metropolis of Campania), and Euphrates of Agrippina (and this is the metropolis of Upper Gaul), in order that, as the synod had decided, the Emperor might permit the bishops to return to their churches, since he himself had expelled them, and when the most pious Constans had also written to his brother and recommended the 20.3 bishops.
