of this tactical ordinance as from a canon, or, to be more truthful, as from the imperial decree, to act without dispute. We ought to have attached this order of priests to the treatises composed concerning the sees, as it especially bears the honors of the first summons. But lest some surfeit of words should afflict the readers, and the senatorial order, joined with the priestly order, should create obscurity for the uninitiated through the names, we have already formally indicated this in the order of the magistri, patricii, praepositi, and generals. But now, wishing to show specifically the proper order of the proper summons and precedence of the eparchies and metropolitans, autocephalous archbishops and subordinate bishops, we were eager to compose a special treatise. For things spoken of specifically provide clear instruction; but things somehow woven together in pairs often cause obscurity for those who encounter them. By the concatenation of each eparchy, having set forth the 791 metropolises, we have listed for each metropolitan the fitting place of his see, and then thus we set forth the autocephalous archbishops according to the second rank after the metropolitans, and after these we have indicated the cities and bishoprics subordinated to each eparchy and metropolis, taking our starting points not only from our own invitation lists, but also having gathered most things from the writings of the divine Epiphanius, archbishop of Cyprus, so that you, being appointed to such a ministry of the banquets, may not err in any way in this part, but also in military campaigns when the ecumenical patriarch is not present, or by chance in another place, having the experience of the sees through this writing, you may conduct the honorable invitations of our holy emperors without stumbling and blamelessly.
