With zeal the divinity of our masters, the most divine emperors, has long since determined to bring the minds of all men to the holy and right way of life, so that even those who seemed to follow a custom foreign to the Romans might perform the due worship to the immortal gods; 9.1.4 but the obstinacy and most harsh will of some has come to such a point that they are able neither by the just reasoning of the command to depart from their own purpose, nor does the impending punishment frighten them. 9.1.5 Since, therefore, it was happening that by such a manner many were involving themselves in danger, in accordance with the inherent nobility of their piety, the divinity of our masters, the most mighty emperors, judging it foreign to their own most divine purpose to involve men in so great a danger for such a cause, has commanded, through my devotion, to communicate to your sagacity, that if any of the Christians should be found observing the religion of his own people, you should keep him from molestation and from danger, and that you should not consider anyone to be punished with a penalty on this pretext, since by the experience of so long a time it has been established that they have been able to be persuaded in no way to depart from such obstinacy. 9.1.6 Therefore your diligence ought to write to the curatores and to the duces and to the praepositi of the district of each city, so that they may know that it is not fitting for them to pay any further attention to this letter.” Upon this, those throughout the province. 9.1.7 And they, having supposed that the purpose of what was written to them was true, make the royal decision known through letters to the curatores and duces and those appointed in the country districts; and not only did these things proceed by writing, but also much more by deeds, as if carrying out a royal command to its conclusion, they brought out into the open and freed all those whom they held confined in prisons for their confession of the divine, releasing from among these very men those who had been given over to punishment in the mines. For, being deceived, they supposed that this was in truth the emperor's will. 9.1.8 And when these things were thus accomplished, suddenly, like a light shining out of a dark night, it was possible to see in every city churches being assembled, and vast crowds, and the customary services being performed in them; and every one of the unbelieving Gentiles was not a little amazed at these things, marveling at the strangeness of so great a change, and crying out that the God of the Christians was great and alone true. 9.1.9 And of our people, those who had faithfully and manfully fought through the contest of the persecutions again received freedom of speech toward all, but as many as had been sick in their faith and had their souls storm-tossed, eagerly hastened to their own healing, supplicating and asking for a right hand of salvation from the strong, and beseeching God to be merciful to them; 9.1.10 and then also the noble athletes of piety, being freed from the hardship in the mines, departed to their own homes, exultant and joyful, going through every city full of unspeakable gladness and a freedom of speech which it is not even possible to express in words. 9.1.11 And so great crowds in the middle of highways and marketplaces completed their journey, praising God with odes and psalms, and you might have seen those who a little before had been driven as prisoners from their homelands with most cruel punishment, recovering their own hearths with cheerful and joyous faces, so that even those who previously thirsted for our blood, seeing the miracle beyond all expectation, rejoiced with what had happened. 9.2.1 But the tyrant, being a hater of the good and an enemy of all things good, whom we said ruled the eastern parts, was no longer able to bear these things, nor did he endure this state of affairs to continue for six whole months. So many things devising for the overthrow of the peace, he first tried to prevent us from assembling in the cemeteries

σπουδῇ ἡ θειότης τῶν δεσποτῶν ἡμῶν θειοτάτων αὐτοκρατόρων πάντων τῶν ἀνθρώπων τὰς διανοίας πρὸς τὴν ὁσίαν καὶ ὀρθὴν τοῦ ζῆν ὁδὸν περιαγαγεῖν ἔτι πάλαι ὥρισεν, ὅπως καὶ οἱ ἀλλοτρίᾳ Ῥωμαίων συνηθείᾳ ἀκολουθεῖν δοκοῦντες τὰς ὀφειλομένας θρῃσκείας τοῖς ἀθανάτοις θεοῖς ἐπιτελοῖεν· 9.1.4 ἀλλ' ἡ τινῶν ἔνστασις καὶ τραχυτάτη βουλὴ εἰς τοσοῦτον περιέστη ὡς μήτε λογισμῷ δικαίῳ τῆς κελεύσεως δύνασθαι ἐκ τῆς ἰδίας προθέσεως ἀναχωρεῖν μήτε τὴν ἐπικειμένην τιμωρίαν αὐτοὺς ἐκφοβεῖν. 9.1.5 ἐπειδὴ τοίνυν συνέβαινεν ἐκ τοῦ τοιούτου τρόπου πολλοὺς εἰς κίνδυνον ἑαυτοὺς περιβάλλειν, κατὰ τὴν προσοῦσαν εὐγένειαν τῆς εὐσεβείας ἡ θειότης τῶν δεσποτῶν ἡμῶν τῶν δυνατωτάτων αὐτοκρατόρων ἀλλότριον εἶναι τῆς προθέσεως τῆς θειοτάτης τῆς ἰδίας δοκιμάζουσα τὸ ἐκ τῆς τοιαύτης αἰτίας εἰς τοσοῦτον κίνδυνον τοὺς ἀνθρώπους περιβάλλειν, ἐκέλευσεν διὰ τῆς ἐμῆς καθοσιώσεως τῇ σῇ ἀγχινοίᾳ διαχαράξαι ἵν' εἴ τις τῶν Χριστιανῶν τοῦ ἰδίου ἔθνους τὴν θρῃσκείαν μετιὼν εὑρεθείη, τῆς κατ' αὐτοῦ ἐνοχλήσεως καὶ τοῦ κινδύνου αὐτὸν ἀποστήσειας καὶ μή τινα ἐκ ταύτης τῆς προφάσεως τιμωρίᾳ κολαστέον νομίσειας, ὁπότε τῇ τοῦ τοσούτου χρόνου συνελεύσει συνέστη αὐτοὺς μηδενὶ τρόπῳ πεπεῖσθαι δεδυνῆσθαι ὅπως ἀπὸ τῶν τοιούτων ἐνστάσεων ἀναχωρήσαιεν. 9.1.6 γράψαι τοιγαροῦν πρὸς τοὺς λογιστὰς καὶ τοὺς στρατηγοὺς καὶ τοὺς πραιποσίτους τοῦ πάγου ἑκάστης πόλεως ἡ σὴ ἐπιστρέφεια ὀφείλει ἵνα γνοῖεν περαιτέρω αὐτοῖς τούτου τοῦ γράμματος φροντίδα ποιεῖσθαι μὴ προσήκειν.» ἐπὶ τούτοις οἱ κατ' ἐπαρχίαν. 9.1.7 οἳ δὲ τὴν τῶν γραφέντων αὐτοῖς ἐπαληθεύειν προαίρεσιν νενομικότες, λογισταῖς καὶ στρατηγοῖς καὶ τοῖς κατ' ἀγροὺς ἐπιτεταγμένοις τὴν βασιλικὴν διὰ γραμμάτων ἐμφανῆ καθιστῶσι γνώμην· οὐ μόνον δ' αὐτοῖς διὰ γραφῆς ταῦτα προυχώρει, καὶ ἔργοις δὲ πολὺ πρότερον, ὡς ἂν νεῦμα βασιλικὸν εἰς πέρας ἄγοντες, ὅσους εἶχον δεσμωτηρίοις καθειργμένους διὰ τὴν εἰς τὸ θεῖον ὁμολογίαν, εἰς φανερὸν προάγοντες ἠλευθέρουν, ἀνιέντες τούτων δὴ αὐτῶν τοὺς ἐν μετάλλοις ἐπὶ τιμωρίᾳ δεδομένους. τοῦτο γὰρ ἐπ' ἀληθείας βασιλεῖ δοκεῖν ὑπειλήφασιν ἠπατημένοι. 9.1.8 καὶ δὴ τούτων οὕτως ἐπιτελεσθέντων, ἀθρόως οἷόν τι φῶς ἐκ ζοφερᾶς νυκτὸς ἐκλάμψαν, κατὰ πᾶσαν πόλιν συγκροτουμένας παρῆν ὁρᾶν ἐκκλησίας συνόδους τε παμπληθεῖς καὶ τὰς ἐπὶ τούτων ἐξ ἔθους ἐπιτελουμένας ἀγωγάς· καταπέπληκτο δ' οὐ σμικρῶς ἐπὶ τούτοις πᾶς τις τῶν ἀπίστων ἐθνῶν, τῆς τοσαύτης μεταβολῆς τὸ παράδοξον ἀποθαυμάζων μέγαν τε καὶ μόνον ἀληθῆ τὸν Χριστιανῶν θεὸν ἐπιβοώμενος. 9.1.9 τῶν δ' ἡμετέρων οἱ μὲν τὸν τῶν διωγμῶν ἀγῶνα πιστῶς καὶ ἀνδρικῶς διηθληκότες τὴν πρὸς ἅπαντας αὖθις ἀπελάμβανον παρρησίαν, ὅσοι δὲ τὰ τῆς πίστεως νενοσηκότες τὰς ψυχὰς ἐτύγχανον κεχειμασμένοι, ἀσμένως περὶ τὴν σφῶν θεραπείαν ἔσπευδον, ἀντιβολοῦντες καὶ σωτηρίας δεξιὰν τοὺς ἐρρωμένους αἰτούμενοι τόν τε θεὸν ἵλεων αὐτοῖς γενέσθαι καθικετεύοντες· 9.1.10 εἶτα δὲ καὶ οἱ γενναῖοι τῆς θεοσεβείας ἀθληταὶ τῆς εἰς τὰ μέταλλα κακοπαθείας ἐλευθερούμενοι ἐπὶ τὰς αὐτῶν ἐστέλλοντο, γαῦροι καὶ φαιδροὶ διὰ πάσης ἰόντες πόλεως εὐφροσύνης τε ἀλέκτου καὶ ἣν οὐδὲ λόγῳ δυνατὸν ἑρμηνεῦσαι παρρησίας ἔμπλεοι. 9.1.11 στίφη δ' οὖν πολυάνθρωπα κατὰ μέσας λεωφόρους καὶ ἀγορὰς ᾠδαῖς καὶ ψαλμοῖς τὸν θεὸν ἀνυμνοῦντα τὰ τῆς πορείας ἤνυεν, καὶ τοὺς μετὰ τιμωρίας ἀπηνεστάτης μικρῷ πρόσθεν δεσμίους τῶν πατρίδων ἀπελη λαμένους εἶδες ἂν ἱλαροῖς καὶ γεγηθόσι προσώποις τὰς αὐτῶν ἑστίας ἀπολαμβάνοντας, ὡς καὶ τοὺς πρότερον καθ' ἡμῶν φονῶντας τὸ θαῦμα παρὰ πᾶσαν ὁρῶντας ἐλπίδα, συγχαίρειν τοῖς γεγενημένοις. 9.2.1 Ταῦτα δ' οὐκέθ' οἷός τε φέρειν ὁ τύραννος μισόκαλος καὶ πάντων ἀγαθῶν ἐπίβουλος ὑπάρχων, ὃν ἔφαμεν τῶν ἐπ' ἀνατολῆς ἄρχειν μερῶν, οὐδ' ὅλους ἐπὶ μῆνας ἓξ τοῦτον ἐπιτελεῖσθαι τὸν τρόπον ἠνέσχετο. ὅσα δ' οὖν πρὸς ἀνατροπὴν τῆς εἰρήνης μηχανώμενος πρῶτον μὲν εἴργειν ἡμᾶς τῆς ἐν τοῖς κοιμητηρίοις συνόδου
