to perform ministry, especially if, when the bishop invited him to return, he did not obey, persisting in his insubordination; however, let him receive communion there as a layman. 16. But if the bishop, with whom they happen to be, considering as nothing the suspension decreed against them, should receive them as clerics, let him be excommunicated as a teacher of insubordination. 17. He who has been involved in two marriages after his baptism, or has taken a concubine, cannot be a bishop, or presbyter, or deacon, or in any way on the sacerdotal list. 18. He who has taken a widow, and one who is divorced, or a harlot, or a slave-girl, or one from the stage, cannot be a bishop, or presbyter, or deacon, or in any way on the sacerdotal list. 19. He who has married two sisters, or a niece, cannot be a cleric. 20. Let a cleric who gives securities be deposed. 21. If a eunuch has become so by the violence of men, or in persecution had his virile members removed, or was born so, and is worthy of the episcopate, let him be made one. 22. Let him who has mutilated himself not become a cleric; for he is a self-murderer and an enemy of the creation of God. 23. If anyone, being a cleric, mutilates himself, let him be deposed; for he is a murderer of himself. 24. Let a layman who has mutilated himself be excommunicated for three years; for he is a plotter against his own life. 25. A bishop, or presbyter, or deacon, who has been caught in fornication, or perjury, or theft, let him be deposed, and not be excommunicated; for the Scripture says: "The Lord will not punish twice for the same thing." Likewise also the other clerics. 26. Of those who have entered the clergy unmarried, we command that only readers and singers, if they wish, may marry. 27. We command that a bishop, or presbyter, or deacon, who strikes believers who have sinned, or unbelievers who have done wrong, and through such means wishes to inspire fear, be deposed. For nowhere has the Lord taught us this; but on the contrary, He Himself, when struck, did not strike back; when reviled, did not revile in return; when suffering, did not threaten. 28. If any bishop, or presbyter, or deacon, having been justly deposed for manifest crimes, should dare to touch the ministry once entrusted to him, let this man be entirely cut off from the Church. 29. If any bishop should obtain this dignity through money, or a presbyter, or a deacon, let him be deposed
