Therefore, having gathered the most distinguished men from the military roll and all those of the senatorial council, he asked for advice from them all. But they all at that time advised against the emperor's departure against Tancred, saying that it was necessary first to win over the other counts who held power in the regions adjacent to the city of Antioch and indeed the king of Jerusalem, Baldwin, and to test their opinions, whether they would be willing to assist him in his expedition against Antioch; and if he should find that they were against Tancred, then to venture the advance against him, but if not, to pursue matters concerning Antioch in another way. 14.2.6 And the emperor, having praised this counsel, immediately sent for Manuel Boutoumites and another person knowledgeable in the Latin dialect, and dispatched them to the counts and the king of Jerusalem, instructing them on many things concerning which they should speak both with them and with the king of Jerusalem, Baldwin himself. And since the need to send money to them was also indispensable on account of the Latins' love of money, he entrusted to Boutoumites commands for the then duke of Cyprus, Eumathios Philokales, specifying that he should give them as many ships as they might need; and at the same time he ordered him to send much money of all sorts and of every type and image of all kinds of qualities for the gifts to the counts. And he enjoined those already mentioned, and especially Manuel Boutoumites, that having received the money from Philokales, they should moor their own ships at Tripoli and, having met with count Bertrand, son of Isangeles, about whom the account has made mention in many places, they should remind him of his father’s loyalty which he had kept towards the emperor, and at the same time they should hand him the imperial letters and speak to him as follows: ‘It is not right for you to be seen as second to your own father, but that you too should maintain a similar loyalty towards us. Know that I am already on my way to Antioch to avenge myself on the one who kept those dreadful oaths neither to God nor to me. And you, in addition to not helping him in any way, hasten also to draw the counts to our side, so that they may not in any way give support to Tancred.’ 14.2.7 Accordingly they reach Cyprus and, taking from there the money and as many ships as they wanted, they sail straight for Tripoli. And having moored the ships in its harbor and disembarked from the ships, they meet with Bertrand and recited all that had been commanded by the emperor. And when they saw that he was inclined and ready for every will of the emperor and promising to choose death eagerly on his behalf, if this should be necessary, and indeed to come to pay him homage, whenever he should arrive in the regions of Antioch, with his consent they deposited the money they were carrying in the bishopric of Tripoli according to the emperor’s instructions. For he feared that the counts, discerning that they were carrying the money, might take it and send them away empty, and use the money for themselves and for Tancred. He therefore judged it necessary that they go empty-handed first to test their disposition, reporting at the same time what had been communicated to them by the emperor, and to promise the gift of the money and to demand an oath from them, if for the time being to the emperor's wishes

Σὺ δὲ πρὸς τῷ μηδαμῶς αὐτῷ ἐπαρῆξαι σπεῦσον καὶ τοὺς κόμητας πρὸς τὴν ἡμετέραν πίστιν ἐφελκύσασθαι, ὡς μὴ διὰ οἱουδήτινος τρόπου ἀντιλήψεσθαι τοῦ Ταγγρέ.» 14.2.7 Καταλαμβάνουσι τοιγαροῦν τὴν Κύπρον καὶ ἀναλαβόμενοι ἐκεῖθεν τὰ χρήματα καὶ ὁπόσας ἤθελον νῆας εὐθὺ Τριπόλεως πλέουσι. Προσορμίσαντες δὲ εἰς τὸν αὐτῆς λιμένα τὰς ναῦς καὶ τῶν νηῶν ἀποβεβηκότες, ἐντυγχάνουσι τῷ Πελκτράνῳ καὶ ἀπεστομάτισαν ὁπόσα πρὸς τοῦ βασιλέως παρηγγέλθησαν. Ὡς δὲ τοῦτον ἐπιρ ρεπῆ τε καὶ ἕτοιμον πρὸς πᾶν θέλημα τοῦ αὐτοκράτορος ἑώρων καὶ θάνατον ὑπὲρ αὐτοῦ προθύμως ἑλέσθαι, εἰ καὶ τούτου δεήσει, ἐπαγγελλόμενον ναὶ μὴν καὶ εἰς προσκύνησιν αὐτοῦ ἐληλυθέναι, ἐπειδὰν ἐν τοῖς μέρεσι τῆς Ἀντιόχου ἀφίκηται, μετὰ τῆς αὐτοῦ γνώμης ἅπερ ἐπεφέροντο χρή ματα εἰς τὴν ἐπισκοπὴν Τριπόλεως ἐναπέθεντο κατὰ τὰς τοῦ αὐτοκράτορος ὑποθήκας. Ἐδεδίει γὰρ μὴ ἐπεφερο μένους αὐτοὺς τὰ χρήματα οἱ κόμητες διαγνόντες αὐτὰ μὲν ἀναλάβωνται, τοὺς δὲ κενοὺς ἀποπέμψαιεν, τοῖς δὲ χρήμασιν ὑπὲρ ἑαυτῶν καὶ τοῦ Ταγγρὲ χρήσαιντο. ∆έον οὖν ἐλογίσατο κενοὺς ἀπελθόντας πρότερον τὴν αὐτῶν ἐκπειρᾶσαι γνώμην ἀπαγγείλαντας ἅμα καὶ ὅσα παρὰ τοῦ αὐτοκράτορος ἐμηνύθη αὐτοῖς, καὶ τὴν τῶν χρημάτων δόσιν ὑποσχέσθαι καὶ ὅρκον ἐξ αὐτῶν ἀπαιτῆσαι, εἴ που τέως τοῖς τοῦ αὐτοκράτορος θελήμασιν
