Chapter 84. From the works of Peter the Magister. What must be observed upon the promotion of a count of admissions and a count of a school and a curopalates.
The count of admissions is created during a silentium, while the emperor is seated in the consistory; but often, also when going up to the Hippodrome, he makes him in the great triclinium, in which 387 place he receives the magistrates. It is done thus: after the magister has made the summons and the magister and all the magistrates have entered, he permits the count of admissions who is about to be retired to bring in the first decurion, saying to him, as for the other magistrates, his name. And he, having gone out, brings him, and the emperor gives to him the codicils of the count of admissions [he permits to bring in], and having received them, he kisses his feet, and stands before him. To him, therefore, who has received the codicils of the count of admissions, he permits to bring in the one being retired, that is, the former count of admissions, and the new count, taking him, leads him to him, and the emperor gives him a codicil of illustris, and having received it, he himself kisses his feet below. And the count of admissions, taking him, leads him away and places him in his place among the agentes, before all the honorary illustres. For this is the privilege the edict gives them, as has been said. But the counts of the schools or the curopalates, if he wishes to promote them in the consistory, he does so for them as for the other promotions. But for the most part, the custom has prevailed for them to be made privately in the cubiculum, both before luncheon and in the evening, as it may seem best to the emperor.

What must be observed, when an Augustalis or a proconsul is made. The mandates are given on the day before the silentium, and the Augustalis of Alexandria is retired. And after everything has been done according to custom, he gives him the codicils. The emperor is not thanked, as in the case of the other magistrates. For he becomes a count of the consistory, if he does not have another dignity, and stands in the mensae with the counts. He goes out with the prefects, and the scrinia do not acclaim him. And when he has gone out as far as the Regia, wearing the atrabatica, thus, as he is, he sits with the praetorian prefect in his carriage, and goes as far as the praetorium, and there he dismounts, and enters with him into his secretum, and takes leave of him and departs. The same form occurs also in Illyricum, and the proconsul sits with the prefects.

The one becoming a silentiary is introduced by the praepositus to the master, wearing a dark cloak, and the ostiarius gives to the master the golden rod. And the emperor gives it to the one becoming a silentiary, and this is his office; and he receives the so-called neregiaton, that is, in Latin, nebensiaton, that is, in our language, a form made in the scrinium of the beneficium of the laterculum. But outside they make contracts with each other, the buyer with the seller; but if he is made to the place of one still serving, it is necessary for a pragmatic type to be sent down to the magister, granting to the one serving this permission, so that it is possible for him to place a tiro in his own place, and still to serve. But the one placed as supernumerary does not receive annonae from the public fisc,
