And having from the rich gifts of the emperor of the Romans organized and settled the country, as it was before, he is subject in servile fashion to the emperor of the Romans, having through the emperor's support and his many benefactions organized this country and been confirmed as its ruler. For the ruler of Serbia from the beginning, that is from the reign of the emperor Heraclius, has been in servile subjection to the emperor of the Romans, and was never subjected to the ruler of Bulgaria.
