in addition to his concerns for the common good, it was also by an unalterable command, with the cooperation of those in authority, that he managed these affairs. And somehow, on account of these things, he had to draw upon the imperial treasuries for necessary needs. For there was a multitude of money stored up in Magnesia, not easily counted, collected and deposited by John Doukas the emperor; for the other treasure collected separately by his son Theodore Laskaris, a sum sufficient for a kingdom, was safely deposited in the fortress above the Scamander, which was affectionately called Astritzion. But these were not unjust levies and collections, nor the lives of men and the blood of the poor no less than gold, but wealth collected and increased both from foresight concerning his own property and from the contribution of foreigners according to their offerings; for one part they gathered from agriculture, and the other they collected from foreign lands; yet it was not so that the whole was hoarded, with no one sharing, but after the necessary amounts for gifts 99 and salaries and expenses had been set aside, and especially for the liberalities to distinguished men, and provisions for the poor, so that the imperial mercy was poured out like the floods of ever-flowing rivers; the rest of the money was stored in the treasuries. For what was once said of Cyrus and Darius was plainly true of them, and John was called father of the Romans, while Theodore, in turn, was called master. To such an extent did John manage all things with foresight that, considering the so-called plough-lands a private concern of the imperial power, he established villages for this purpose next to each castle and fortress, so that from their produce and tribute the adjacent fortress might be supplied with grain, and the ruler might from there have the means to lavish the bounties of his benefaction on many or even all. And Theodore, though he collected gold more energetically from the common contributions, yet he disbursed many times more with simplicity of mind, from which certain ebbs and whirlpools were revealed, as there of the sea, here of money; for what was taken away was filled up again from what was readily added, and the taking away of what was there was a greater addition of what was added to what had been taken away, with each contributing less because of the common collection, but having more than what was taken away from him, since all received from the emperor, and from this they would also supply whatever anyone needed from what was at hand and rejoice more in giving than in receiving. For what else does the law of Christ desire, which commands to give to all who ask, than that all should have and no one should be in want, the law being common, so that another is ready to provide, if another should lack by giving? But for the small-minded, the debt under guarantee is multiplied, and the guarantor is God, a wondrous thing.

24. How the emperor John, having fallen ill, provided much for the poor. I wish, therefore, to relate something else concerning these things, but I beg pardon that the account has been extended for the sake of its utility. An illness once befell the emperor 101 John, when he had been deprived of his helpmate in good works, his wife, Irene, whom I know not what wondrous name to call her, and the illness was severe; for he had been seized, I think, on account of his old age. So while the physicians were at a loss as to what they should do, he himself took refuge in God and imitated His mercy toward all as much as he could. It was decreed, therefore, and gold was poured out by the sackful, and thirty-six of the unadulterated coins were given to each of the poor wherever they might be, apart from what was lavished on divine temples and monasteries and God-loving men, the mercy having been measured out in very many mule-loads; but the mercy of God is measured out to his mercy, and the sick man is relieved of his illness, and they are gladdened, as is likely, by the mercy. And wishing to explain to the Romans that the public funds were undiminished, after so great a mercy had gone forth, he brought forward that very one who had been merciful as a witness of his words to the patriarch Manuel, saying that none of the public funds had been exhausted, but that he had acquired it through foresight

κδʹ. Ὅπως νοσήσας ὁ βασιλεὺς Ἰωάννης πολλὰ τοῖς πένησιν ἐχορήγησεν. Βούλομαι τοίνυν καὶ ἄλλο τι διηγήσασθαι περὶ τούτων, παραιτοῦμαι δὲ ὅτι καὶ ὁ λόγος διὰ τὸ χρήσιμον παραβέβασται. Νόσος ἐνέσκηψε τῷ βασιλεῖ 101 Ἰωάννῃ ποτέ, ἀφαιρεθέντι τὴν ἐπ' ἀγαθοῖς βοηθὸν σύζυγον, τὴν οὐκ οἶδ' ὅ τι καὶ φῶ τῶν θαυμασίων ὀνομάτων Εἰρήνην, καὶ ἡ νόσος ὡς χαλεπή· ἐπείληπτο γὰρ διὰ τὸ γῆρας, οἶμαι. Ὥριστο τοίνυν, καὶ σάκκοις ὁ χρυσὸς ἐξαν τλεῖται, καὶ ἀνὰ ἓξ καὶ τριάκοντα τῶν ἀκιβδήλων νομισμάτων ἑκάστῃ τῶν ὁπουδήποτε ἀπόρων δίδοται, χωρὶς τῶν εἰς θείους ναοὺς καὶ μονὰς καὶ θεοφιλεῖς ἄνδρας ἐξαντληθέντων, ἐπιμεμετρημένου τοῦ ἐλέους πλείστοις ἡμιόνων σάγμασιν· ἀλλ' ἐπιμετρεῖται τῷ ἐλέει τὸ τοῦ Θεοῦ ἔλεος, καὶ ῥαΐζει τῆς νόσου ὁ ἀσθενῶν, καὶ ἐπιγάννυνται ὡς εἰκὸς τῷ ἐλέει.
