to be friendly to those present, and for those who were absent, to relax their impulses from afar with gifts, was a sign that he feared their alliance, and all the more because Baldwin, having resorted to flight and joined with Charles, an arrogant man who thought beyond his measure, was making a deal, taking Charles's daughter for his son and giving him as a dowry the city, which he did not possess; and he took it, even from one who did not possess it, hoping that he would seize it, having equipped a fleet.

33. How the affairs of the city were ordered by the emperor. First, then, among his works was to bring in and settle the colonists inside the city, who had formerly been settled near the sea. Second, to grant to those in authority, both outside and inside the city, lands for agriculture, with the exception of the land given as a parental gift to the voluntaries on account of their zeal and goodwill, which was good land for bearing fruit and excellent for everything that was sown, and furthermore to dedicate other very fertile lands to the monasteries; for it was his concern also to attach to these the monasteries outside, which indeed were established in great numbers in the East with much wealth, being self-sufficient in their necessities; for thus he had determined to establish these from there as well. 223 Third, to give a place to those who had been gathered, on which they might build for a fee. And before these things and greater, to help the monasteries that had been restored to what they first seemed to be, and to rebuild the city, very zealously bringing in light troops from the soldiers; for those who held it before would not remain quiet, having been driven out in this way, but would join in an attack with a fleet. Therefore he both equipped a fleet and built ships and appointed those who would serve as rowers from the regions to several thousands. And he did many other things, some out of necessity, and others for shock, to forestall attacks.

34. What the counsels of the bishops were concerning the patriarch Arsenios. And so it was a concern to him also for the church, which was thus widowed of its shepherd. He therefore gathered the hierarchs and held counsels with them, wishing to learn what should be done. To some, then, it seemed right to recall the patriarch Arsenios, who was still alive; for the proceedings against him had not been canonical; for they should have persisted in exhorting him and not have let him go at once, being blameless. But to others, the opposite, that he should remain under the condemnation against him; for his withdrawal was sufficient for resignation, and not accepting what was asked of him, but sending away the supplicants, was a sign that he was renouncing the leadership. As these things were thus being moved and said, the emperor seemed to side with both for the sake of his own foresight. For to recall him and place him over ecclesiastical affairs seemed a good thing, if under his patriarchate matters should proceed according to his will, so that he could do whatever he chose and nothing would be left for anyone as a pretext for scandal; but he feared again lest, being thwarted, he should fail to get his own way and from this a chasm of troubles might open up for him. But to disregard him and appoint another, he reckoned was not impossible for proceeding with his actions unhindered, but that it would otherwise be a disturbance, on account of which he judged it likely that some would not accept what was done, being terrible in other ways as well. Caught, therefore, in the middle of both lines of reasoning, he was at a loss 225 as to which to side with. Nevertheless, yielding to the passage of time, as something that would bring a better outcome, he left the hierarchs to deliberate about this by themselves, so that they might also agree with one another without dissenting, and he himself turned to the administrations of common affairs, yet not so as to be unconcerned about those matters.

35. How the emperor got the young John out of the way and how the Italians were settled. For what was being plotted deep in his mind did not let his thoughts rest. For it was not unclear from the fact that against those suspected of being attached to John he brought the charge of disloyalty towards himself and regarded them with suspicion, and in some cases, fabricating accusations, he punished them harshly, not even to the extent of a name a partner in the
