Kabasilas, the most notable among them, came with them to the emperor. And as they did obeisance and confessed their servitude, the emperor responded with gentle and kind words, and he praised their change for the better, and brought them over especially to goodwill. But Kabasilas said that the words spoken by the emperor were fitting for the others, but not for him. For if anything has been done according to the emperor's will, the favor should be credited not so much to him as to the grand domestic. For he himself, just as he had at first persuaded him and said to the emperor when he came to Roga, that he would rather choose to die than be under the emperor again, had held the same and similar opinion until the day before. and that he did not know how, utterly defeated by the words of the grand domestic, he did the opposite of what he had chosen; but he knew only this clearly, that he had been brought like a prisoner by his words, and now held an opinion opposite to his former one, so that not even if something should happen, as long as he lived, would he abandon his goodwill toward the emperor himself and the grand domestic. When Kabasilas had said such things, the emperor, praising his words, replied with many words, showing his gentleness and benevolence toward him, and honored him with the rank of grand constable, and the others accordingly. But the besieged in Arta, seeing that Kabasilas and the people of Roga had submitted to the emperor, insulted them as traitors of the common good 1.518 and as men who for the sake of their own gains were betraying the common interests, and they strongly condemned the wickedness and baseness of their character. And they were so prepared as not to give in to the siege, neither from fear of the evils of war nor by promises of countless good things. 30. Not many days later, after the people of Roga had submitted, the grand domestic approached the gates of Arta and asked to enter into discussions with Basilitzes, who was its governor. And when he himself came before the gates, he said it was not right for them, being men of sense and using reason, to be carried away so irrationally, so as neither to have deliberated previously on what was necessary, although I too was advising it, nor to change their minds later after the experience of terrible things. For if, when we first came to you, before the siege began, you had obeyed me advising what was necessary, you yourselves would have been freed from the evils of the siege, and your land, still unscathed, would have been preserved for you, from which you, the powerful, had much revenue and the people enjoyed an abundance of necessities. But now your revenues have failed you, as your properties have been destroyed, and the people are in danger of perishing from want. For in these cities of Epirus, if the countryside should happen to be destroyed by war or anything else, it is not easy to remedy the scarcity from any other source. And yet, if it were indeed possible in some way to make us abandon the siege 1.519 and live in security, even so you would not seem to sensible men to have deliberated advantageously for yourselves because of the damage that has been done; but now it happens that you must expect to suffer more terrible things than those that have already occurred. For there is not, there is nothing, unless something unexpected from heaven should be done for your salvation, which would persuade us to refrain from besieging you, so that it is likely that you will lose the city in addition to the countryside. And I am amazed at you, if, being afflicted by the same or even greater evils as the people of Roga and being about to submit to the emperor yourselves out of necessity any moment now, you not only do not praise them as having deliberated well and advantageously for themselves, because before coming to the utmost danger they procured salvation and benefit for themselves from the change, but you even pour out many insults upon them, because they did not choose to be partners in the same folly as you. And yet consider how you yourselves, by holding to the same mind, are doing things that are neither just nor advantageous either for yourselves or for the other Acarnanians. For you yourselves have been ruined, being destroyed by the war, and you have become the cause of no small harm to the other cities, although they did not revolt from the emperor along with you.
