Gretes of the Heruli, so-called, came to Constantinople with his people and petitioned the emperor, and he became a Christian along with his nobles and relatives, and departed with joy to his own lands, having promised to be an ally to the Romans in whatever they might need of him. In the same year, the emperor appointed as stratelates of Armenia a man named Tzitas, a warlike and most capable man; for Armenia did not have a stratelates, but duces and comites. He himself levied a multitude of Armenians. And he also gave him an army from the East, four thousand strong, and it became a great protection and help for the Romans. And he joined to him a wife, the sister of Theodora the Augusta, named Comito. 1.644 In the same year, a certain woman from the Huns called Sabir, a barbarian named Barehz, a widow, came over to the Romans, having with her one hundred thousand Huns, who was ruling the Hunnic regions after the death of her own husband Malach. She captured two kings from another nation of the inner Huns, Styrax and Gloes, who had been persuaded by Kavadh, the king of the Persians, to ally with him against the Romans, as they were passing through her country towards Persia with twenty thousand men, and she cut down all their people. And she sent Styrax as a prisoner to the emperor in Constantinople, while Gloes was slain in the battle. And she became an ally and peaceful towards the emperor Justinian. In the same year, the king of the Huns near the Bosporus, called Gordas, came over to the emperor and became a Christian. And the emperor, having given him many gifts, sent him to his own country, as he had promised to guard the Roman interests and the city of Bosporus, which was so called from paying oxen to the Romans annually instead of money, and to collect the tribute of oxen. And having departed to his own country, he related to his own brother the emperor's love and generosity, and that he had become a Christian, and he smashed all the idols of the Huns and melted them down. Enraged at this, the Huns, along with his brother Moageras, murdered him, and they made Moageras king. And coming to Bosporus, they killed the tribune of Dalmatia and the soldiers. 1.645 When the emperor heard these things, he sent John the ex-consul, son of the patrician Rufinus, with many Scythian reinforcements, and Godilas by land from the city of Odessus, and Baduarius the general. And when the Huns heard this, they disappeared, and there was peace in Bosporus, and the Romans took control of them without fear. And the emperor Justinian gave all the churches of the heretics to the Orthodox, except for those of the Exokionite Arians. And he issued an ordinance concerning bishops, stewards, directors of orphanages, and keepers of hostels, so that their property could not be inherited except for what they had possessed in their own substance before their appointment, which they might dispose of; but from the hour they were appointed, they should not have permission to dispose of what they might gain, but rather the pious house should inherit all their property. And he also fills the court of the Basilica Cistern of Illus, which he also made large, and the bath of Dagistheus, which Anastasius had begun to build.
In the second year, Isaiah the bishop of Rhodes and Alexander of Diospolis in Thrace and many others were arrested as pederasts. And some he castrated, and for others he ordered sharp reeds to be inserted into the passages of their genitals, and to be paraded naked through the forum. And there were many from among the citizens and senators, and not a few of the high priests, who, after being castrated and having their property confiscated, died miserably, naked in the forum. 1.646 And as great fear arose, the rest were brought to their senses. And he set forth harsh laws against the licentious, and he renewed all the old laws, making a single book, which he also called the New Constitutions. In the same year, on the 29th of the month of November,
